About BTCEB

Bicycle Trails Council is a 501(c)(3) non-profit organization that was founded in 1987 by a dedicated group of volunteers who successfully fought the impending closure of almost all mountain bike trails in the East Bay! We are the oldest mountain bike advocacy group in the United States and one of the founding clubs of IMBA.

Our mission is to advocate for equitable trail access for mountain bikers in the San Francisco East Bay. We promote the responsible use of public lands, foster a strong sense of community, and encourage active stewardship of trails. We strive to unite riders, land managers, and local communities to build and maintain sustainable trails — creating shared spaces that celebrate outdoor recreation while preserving our natural environment.

We envision a united trails community where mountain bikers, equestrians and hikers happily coexist on trails, both narrow and wide, extending each other due courtesy and caution, in open spaces, everywhere.

Today, we are active with programs that educate trail builders, advocate for increased trail access, and promote responsible riding. Our trail crews excel at maintaining trails in our local parks and our members and partners have volunteered countless hours to build new trails and improve existing ones.

Our marquee group rides are the monthly Gala Ride and our women-specific Ride Like a Girl. Both are open to members and non-members and are led by experienced local riders who know the trails. There are groups for all skill and fitness levels. You can generally count on enjoying snacks, cold drinks, and much socializing post-ride.

Jamuel Starkey, President

I’ve been riding my entire life but never having really ridden the hills and trails of the Bay Area until the last 10 years or so.  Originally from the Mid-West I’ve been an East Bay resident for over 20 years.  I owe much of my local trail knowledge to the riding friends and fellow BTCEB club members I’ve met along the way.  

As you may know I’ve been the editor of the club’s e-newsletter The Buzz for the past few years as well as served as the Communications Director and Gala Ride Leader.  In my new role as VP I hope to leverage by broad knowledge of the club to lend a hand where necessary to support critical club functions as well as pilot new approaches to growing BTCEB both internally and externally.

When not working I spend my day chasing after my 3 kids and their pursuits in life. And then either thinking about about or actually getting out on rides.

Jeff Royal, Vice President

I’ve lived, worked, and played in the (East!) Bay Area for over 30 years.  My home is in Richmond (annex).  I recently retired from UC Berkeley after a wonderful 30 year career.  

I enjoy being outdoors, preferably covering ground on my mountain bike, but just as content (almost) enjoying the laid-back perspective of a good hike where I can lose myself in photography and my surroundings.  Just don’t ask me to go for a run.  Ever.   I marvel at the growth mountain biking has seen, especially in the last decade, both in popularity and technology.  I see it as critical for local advocacy groups to help land management officials and public stakeholders truly understand the varied impacts of such growth.

Serving on the BTCEB board is a way for me to help make mountain biking in the abundant open spaces of the East Bay, more accessible and enjoyable for diverse riders of all skill levels.

Alan Enrici, Treasurer

Greetings fellow cyclists! My name is Alan Enrici and I am the BTCEB treasurer. I am a converted roadie who started riding more decades ago than I care to admit. I was born in the East Bay and have been a lifetime user of our wonderful variety of open spaces.  After a career of corporate accounting and finance roles, I have been able to semi-retire and aim to get out on the trails as much as possible. As treasurer, I hope to use my experience to keep track of the donations from our generous members and ensure the money is spent towards BTCEB goals.  See you on the trails!

I have been mountain biking on and off for the last twenty years, the last six in the East Bay, and I love access to local trails to be able to do so. I appreciate that it takes effort and advocacy to make trails accessible for mountain biking.

I have worked with non-profits for the last ten years, and I really appreciate what BTCEB is doing for mountain biking in the east bay. I hope to bring my passion for mountain biking and my experiences working with non-profits to help BTCEB fulfill its mission.

Scott Bartlebaugh, Advocacy Director

I’ve enjoyed many flavors of cycling and I’m excited to participate on the BTCEB board.  Since 2018 I’ve been the BTCEB lead for trail work at Crockett Hills and built a working relationship with the park supervisor and members of the EBRPD Trail Development group.  As advocacy director I hope that we can build positive relationships with land managers and other trail stakeholders  to  improve both mountain bike trail access and trail experiences for all trail users while protecting sensitive habitat.   My participation on the CAMTB Advisory Council helps to learn what other organizations across the state are experiencing and how to take advantage of that here.   I also enjoy learning more about trail construction & maintenance and the characters you meet diggin’ in the dirt.

Tom Gandesbery, Trails Director

I have been riding bicycles in and around the East Bay for decades, both on dirt and pavement.  I also enjoy running the trails in the hills and hiking with my wife Mary and our dog Lucy in Redwood Park.  In the summer months my windsurfing compulsion kicks in and I can be found skimming across the waters near the Bay Bridge. My focus is on improving trails and user experience at Joaquin Miller Park and other East Bay parks.

MTB Rider, Membership Director (vacant)

The Membership Director seeks to recruit and retain dues-paying BTCEB members through communications, group activities, and promotions. He or she is responsible for maintaining membership records on a platform such as Member Plant, and participates in committees such as Executive, Communications, Events and Rides, and Nominations.

The Membership Director role is currently vacant. We are looking to fill this position as soon as we are able. If you are interested in pursuing this volunteer position please send us an email with a blurb about why you would like to become the Membership Director.

David Wilcox, Events Director

I have lived in Oakland since 2018, and work in the bike industry as a mechanic. I have been a mountain biker for almost 30 years, and have also been known to ride some gravel, road, or even race cyclocross. Through my work I aim to help people enjoy their time on the bike more, and am hoping my time on the BTCEB board will help facilitate more access to trails for all skill levels here in the East Bay.

As the Events Director of the BTCEB I hope to bring more of the massive community of mountain bikers in the East Bay out to our rides, trail maintenance & building events, and advocacy efforts for more, better access throughout the area.


Brian Glueck, Communications Director

I’m a lifelong cyclist and have been riding bicycles in the East Bay on pavement since 1995 and on dirt since 2019, when I started coaching with the Oakland DEVO middle school mountain bike team.  I’m now a coach for the Skyline High School mountain bike team, and we enjoy riding our home trails in Joaquin Miller Park, Redwood Regional Park, and Anthony Chabot Regional Park every week.  

I ride those same trails on my gravel bike and also like to venture further and connect trails in other parks with sections of road.  In addition to riding and coaching, I love volunteering to help with trail work to keep the trails running smooth for all trail users.

Rebecca Lewington, Director-At-Large

I live in South Hayward and I’ve been riding in the Bay Area for a quarter of a century, and I’ve come to treasure the access we have while understanding the tangle of history, bureaucracy and entrenched interests that prevents the expansion of that access to existing and new trails. Being the best trail users, the best trail stewards, and the best partner we can be are perhaps the strongest levers we have to change that.

I lead our women’s series, Ride Like a Girl. Our mission is to have fun, learn new trails and meet other women who love to mountain bike. But to me, it’s more than that. It’s an opportunity to help nurture strong, confident, awesome women. And it’s an opportunity to share our values: respect for the trails, respect for the environment and respect for other trail users.

Jon Adams, Director-At-Large

Part dirt and snow enthusiast, part nap connoisseur, I’ve been balancing adrenaline and relaxation since the mid-90s. My love for riding on dirt and hurling down hillsides has outlasted the hair on my head, fueling my passion to unplug, explore, and push the limits of “party pace” (no KOMs here). Originally from the East Coast, I’ve called the East Bay home since 2010. When not in front of a computer, I’m out taking full advantage of our parks and open spaces, often joining BTCEB group rides.

As a Director-At-Large, I’m committed to supporting BTCEB’s efforts to foster stewardship among all trail users, to advocate for equitable access to existing and new trails, and ensure our community continues to grow, ride, and thrive together.

Armando Chavez, Director-At-Large

As a resident of the East Bay, I have been mountain biking and hiking local trails for over 25 years. In this time I have seen access for mountain bike trails improve but there’s always more that can be done. As an avid local trail user, I feel it is important to contribute to the maintenance of the trails I ride, help foster a sense of community among mountain bikers and other trail users, and to advocate for more narrow trails to be open to mountain bikers.

Gordon Bloom, Director-At-Large

I’ve ridden bicycles since back when I had a paper route as a kid. Over the years, I’ve done lots of road, mountain, and even indoor velodrome riding — but not for the last 10 years or so due to an intense tech job in Silicon Valley. I’m now retired and have plenty of time to enjoy the East Bay trails on my mountain bike. 

The trails advocacy work that BTCEB has done over the decades has been nothing short of amazing. The results of this effort can be seen at all the wonderful trails we have to ride in the East Bay. I’d like to help continue this work to add and improve trails and expand trail access for mountain bikes here. I’d also love to help increase the number of organized rides that BTCEB does.

I live in San Ramon and have three adult children in Southern California. I also spend a fair bit of time in Santa Fe, New Mexico: another place with a lot of great trails to ride!
